FSSAI Registration and Licence: Basic, State and Central

Any business that handles food — manufacturing, processing, storing, distributing or selling — must have an FSSAI registration or licence. The type depends on your turnover and scale of operation.

This guide explains the three tiers of FSSAI authorisation and how to apply on the FoSCoS portal.

What is FSSAI Registration and Licence?

FSSAI authorisation comes in three tiers: Basic Registration for small businesses, State Licence for medium businesses, and Central Licence for large operations, importers and e-commerce food sellers.

The 14-digit FSSAI number must be displayed on packaging, menus and premises.

• Identity and address proof of the proprietor/partners/directors
• Proof of business premises
• Food safety management plan (for licences)
• List of food products
• Layout plan (for manufacturing units)

Step-by-step process

1. Determine the tier. Identify whether you need Basic registration, State or Central licence.
2. Apply on FoSCoS. Register on the FoSCoS portal and fill Form A (registration) or Form B (licence).
3. Upload documents & pay. Attach the required documents and pay the fee for the chosen validity (1–5 years).
4. Get the certificate. Receive the FSSAI number and certificate; display it at your premises.
